Project Management – Resource Manager

Purpose

The Resource Manager provides visibility and control over how project resources are allocated over time.
It allows project managers to plan, monitor, and adjust workloads, ensuring that the right people are assigned at the right time and that capacity constraints are identified early.

This feature bridges project planning and capacity management, supporting realistic delivery commitments.


Where to Access Resource Manager

Access Path:

Project Management → Projects → Open a Project → Resource Manager

The Resource Manager tab is available when enabled in the selected Project Process.


What Is the Resource Manager?

The Resource Manager is a time-based allocation view that displays:

  • Who is assigned to the project
  • How much effort is planned
  • When resources are allocated
  • Where gaps or overloads exist

It aggregates information coming from work item assignments and presents it in a structured, calendar-based format.


Resource Manager Overview

The Resource Manager typically displays:

  • Resources (Users or Roles) on rows
  • Time periods on columns (daily, weekly, monthly)
  • Allocated effort per resource and period

This allows users to quickly assess workload distribution.


Time Granularity

Depending on configuration, the Resource Manager can be viewed by:

  • Day
  • Week
  • Month

Changing the granularity helps adapt the view to:

  • Short-term execution planning
  • Medium-term sprint or phase planning
  • Long-term capacity forecasting

Resource Allocation Logic

Allocations are derived from:

  • Work item assignments
  • Planned effort
  • Start and end dates
  • Work calendar and timezone

The Resource Manager does not create work items; it visualizes and adjusts how effort is distributed.


Managing Allocations

From the Resource Manager, users can:

  • Identify over-allocated resources
  • Detect unassigned or underutilized capacity
  • Adjust allocation levels (if permissions allow)
  • Balance workloads across time periods

Changes are reflected across project planning and reporting views.


Capacity & Conflict Visibility

The Resource Manager helps identify:

  • Resource conflicts
  • Peaks of excessive workload
  • Idle capacity
  • Misalignment between planning and delivery timelines

This enables proactive corrective actions before issues affect delivery.


Relationship with Work Items

All resource allocations originate from Work Items.

  • Updating work item dates or effort impacts allocations
  • Changing allocations impacts project timelines and KPIs
  • Resource Manager acts as a coordination layer, not a replacement for work item planning
